Experiential Routeway to Emergency Lighting Sector
ICEL recognises that, as a key system, correctly designed, specified, installed, inspected, tested, and maintained emergency lighting is essential for the safety of building occupants. It is therefore essential that wherever in the building lifecycle individuals are contributing to emergency lighting, that they have the skills, knowledge and experience required to do so, and that they exhibit appropriate behaviour – that they have appropriate individual competence. It is also crucial that organisations put those individuals in situations that enable them to work competently – that they can evidence appropriate organisational capability.
Organisational capability schemes for emergency lighting do currently exist, for example the BAFE SP203-4: Emergency Lighting Systems scheme, covering organisations carrying out design, installation, commissioning and / or maintenance. The take-up of these schemes has, however, been low and the benchmarks for individual competence included within them could be strengthened to provide a more complete view of organisational strength.
This framework exists to support this vision and deliver on the mission within this strategy. The purpose of the scheme is to provide the Emergency Lighting sector with a mechanism that will allow individuals to comprehensively demonstrate their own competence in emergency lighting activities.
It is intended that this framework is used to support existing mechanisms to demonstrate organisational capability, including company registration in accordance with the requirements of ISO:17065.
